if you want to save money but dont mind the smell Seoul is for you. Dont forget to check out Seoul World Amusement park.

Both places are great to visit, but Seoul is potentially a cheaper place to visit, in my opinion. More options for places to stay and hotel options and possibly really cheap. Airfare will not be cheap from the US either way (try Korean Air, great airline). I cannot say I know anything about a smell, but you do need to be prepared for the amount of people here, who are mostly Asian and the large difference in culture.
If you are not comfortable in big cities or around large crowds 24/7, you will have a problem either way. Both cities have well in excess of 7-8 million citizens, and are two of the largest cities in the world, by population.
Whatever the reason, timeshare owners are looking to get rid of timeshare, but the timeshare resale market doesn't really exist. If you've had to pay upfront listing fees and haven't had any luck with selling your timeshare, then you need a guaranteed timeshare relief solution.
